Gary, there's to need be condescending. With the machine I intend to  connect 
it to  I'm limited to either RS-232 or USB connections.
I have spent a fair amount of time looking and could not find a suitable 
device.

This is a bare board. What's this supposed to connect to ? 

The GPS I have looks a lot like this

I get the feeling the board above is unlikely to fit into it.

If I follow the breadcrumbs and look for a USB device based on NEO-M8N, I get 
to

which isn't $15.

The spec doesn't say if it supports PPS (because you previously mentioned USB 
tends to imply no PPS)
