The Raspberry Pi Foundation has released a Debian 64 bit OS beta:

I installed it on a spare RPI 3, then built gpsd. I don't have a spare gps HAT to test with, so I can only report the build results, however, there were no apparent errors. (I did install asciidoc and libncurses-dev before building, as they aren't part of the default distrib).
