If you are trying to build an NTPsec server, have you gone through the
'Stratum One Microserver Howto'?

I realize not everyone sets up an RPI with a GPSD HAT in order to build a
timeserver - however, everything in the howto works towards the goal of
getting both GPSD and NTPsec functioning successfully on the RPI - so the
details and diagnostics in it are at least fifty percent relevant to what
you're doing. :)
