Acutally, it's the opposite.  Opening a branch is precisely what you do
when you only have vague ideas and one or two prototype changes that you
want to test drive.  The threshold for patch acceptance in a branch is
independent from the rest of GCC.

Again, no.  You can do whatever you want on a branch.  As long as you
have an FSF copyright assignment.

The discussions about GOMP will be largely ignored at first by the most
of the community.  And that is fine.  People will initially just be
interested in hearing what you have in mind.  Some will probably read
the postings, a few other will perhaps checkout the branch and start
poking around, etc.

Over time, the project will either whither away by lack of interest/time
or thrive and be suitable for inclusion into GCC mainline.
