Yes, symlinks.  It is not a replacement for the database.list, both are used.  
It is used for network transparency.  If you run gnunet-insert on a different 
machine than where you run gnunetd, the file has to be copied.  The 
destination directory where the copy is stored is the INDEX-DIRECTORY.
