GNU Go 3.3.22 and later versions, including GNU Go 3.4, do not resign
immediately. If they do not thrash around for at least 5 to 10 moves
it's a bug.

I believe Goban is frequently updated, so the GNU Go version would
depend a lot on when exactly he installed it.

I would indeed suggest trying a newer version.
