There's nothing convoluted about it.

If a patch is checked in and breaks something, and a person is pissed
enough to complain, the patch originator has 24 hrs to either fix the
damage or revert the patch. If the patch originator doesn't respond,
then people with write privs can revert the patch after the 24hr grace
period.

It's quite simple, actually.

I think this process completely reasonable and fair. It does, however,
require the developers to communicate openly with each other, and have
some belief that what they are all doing, collectively, is advancing the
state of the art.

I know of no instance where the SC was actually involved in patch
reversion.
