As a *general* rule, EU Funding applications of the sort of nature we'd
be looking at prerequire that the the undertaking involve several
European states, and funding is generally available only for specific
projects (I don't know if bootstrapping funds are available - not my
area).

A European analogue of NCVO is something called ECAS, www.ecas.org?, which
helps advise NGOs on these sorts of matters.
