Hey, that's an interesting page.
I don't have such a deep knowledge of the orthography (I use bangla, I
don't study it ! :) ), but from what I can gather you wish to switch the
current spec. ie. currently 

(hashanta = 0x09cd, zwnj = 0x200c, zwj = 0x200d )

khanda-ta = ta + hashanta + zwj
ta-y-hashanta = ta + hashanta + zwnj

But wouldn't it be better to propose a new character "khanda-ta" rather
than flip the current spec ?

Because by so doing you lead to the problem that now ta+hashanta+zwj
(which you propose as ta-explicit hashanta) can be combined with a vowel.

(The issue is that both tha-hashanta and khanda-ta can't be combined with
vowels, by just flipping the spec, you transfer the problem from khanda-ta
to tha-y-hashanta)

Or am I just confused here :)
