GPL apps are allowed on Cydia (the "jailbreak" store). I wouldn't mind having enigma on iOS even if I need to be jailbroken. Also, more levels could be made for a rewrite, and I'm guessing some level authors would be willing to dual license their levels if asked.
Of course, Cydia won't be any help with an app on the iTunes app store. I've seen a few apps that have app store and Cydia versions, with the Cydia versions having more features. So we could always make a rewrite under, say, a BSD license, have new levels fore an app store version, and add the Enigma levels in as an option in the jailbreak version.
Also, forgetting for a moment that Enigma exists, if we pretend that we just came up with the idea of an Enigma-like game for iOS, having a game with (say) 40 levels would be WAY cooler than having none. (And if we made the levels also available under an open license, they could also be used in Enigma...)
Anyway, if an iOS Enigma-like game is made, I could help with level design. (That reminds me, I should send in some of my Enigma levels soon...) So don't stop considering it just because of old levels.
