I tried to draw more attention to support of locale-aware formatting of numbers on emacs-devel mail list. Certainly a question concerning mixed-language buffers were raised. Result of attempts to discuss text properties to mark regions having alternative languages was just "Which property will help here? we don't have such properties" from Eli Zaretskii.

(add-to-list 'org-latex-inputenc-alist '("utf8" . "utf8x"))might help. I am not an active LaTeX user last years, so I am unaware whether \usepackage[utf8x]{inputenc} has any drawbacks.
