I believe that this isn’t entirely true; downgrades can be done with `adb 
install -d …`.

We don’t want to force users to have a computer running adb in order to install 
Android on Emacs.  However, it seems to me that downgrading Emacs is something 
that’s most commonly going to be done by developers and testers.  End users are 
much less likely to downgrade a package, but are likely to expect regular 
upgrades to be taken care of for them.

Hence, I think that requiring downgrades to be done with adb may be an 
acceptable compromise.
