This would be simpler

  $ make CFLAGSCOMPILERSTRICT="-Wno-error"

It prints the warnings but still continues.

Regarding the debug version: it is installed as
$MPS_ARTIFACTS/lib/libmps-debug.a.  Emacs' configure script picks this
when --with-mps=debug is specified.

Eventually we should figure out how to build with -flto, but I guess
that can wait.
