Terminology changes naturally over time unless we enforce strict rules
for speech.

A good suggestions would be that at least in tutorial material
Emacs terminology is introduced to the user gradually. E.g. from the
user point of view, a new term is introduced and used.

The tutorial goes a few steps without using any new Emacs terminology
until introduces more. This continues on and on until the tutorial ends.

For example using terms such Meta key can be quite confusing at a time
for a user, remembering these terms and all the other new concepts isn't
that easy for users.
