Oops, it seems like I misunderstood the question.

For glyphs with more than one tag it seems like the one with the lower value is prioritised when all of the tags are passed. (atleast in LibreOffice)

I would have to look into it more.

I don't understand: how does this handle the case where a certain
character has more than 2 alternative glyphs? which alternative will
be selected?
