We just copy the plain text, right?

Yes.  That was one of Karl's proposals, right?

My proposal was that the email announcement should always contain a link to release notes, so that those who see the email can easily go straight to more details about what's in the new release.

Somehow, the followup discussion to my suggestion seems to have become about improving the format of the release notes themselves, or about offering various different formats / levels of detail of release notes. Those might all be good ideas, but they're separate from what I was suggesting.
