Very untrue.Almost all notable third-party packages keep compatibility with Emacs 25 (released 5 years ago).
Some exceptions (like lsp-mode and eglot) require Emacs 26 (released 3.5 years ago).
And a fair number of packages work with Emacs 24 and older still.
