Sorry that my words were confusing, but no, there would not be a
warning about Non-GNU ELPA.  We would make sure all the packages in
that repo would be ok to recommend, and indeed we would recommend it.

As you've noticed, that issue and the MELPA issue are instances
of the same general class of situations.  They are affected by
the same factors.

However, the details are different, and what is right for one
is not necessarily right for the other.
