I think you must be doing something special.
Face `mode-line-inactive' inherits from face
`mode-line'.  After I changed `mode-line' to
use variable-pitch, `mode-line-inactive' had
it also.

Perhaps NON-variable was meant there?

Variable pitch for header-line and mode-line
work fine for me in Info (FWIW).
