We never refer people to nonfree software -- regardless of the details
of the situation.  If we can't recommend people a free method to do
something, we recommend no method.

If you look at directory.fsf.org, you will see we recommend thousands
of free programs, and ZERO nonfree programs.

                                         Or if the software itself is free,

That is no problem.  If people can download it from place X without
running nonfree software, we can suggest they download it from place
X.
