This seems like a clash of different assumptions.

What we have is a convention for names, in non-core packages and
users's packages, which is to include the name of the package (perhaps
in shortened form) in the functions and variables it defines.

multibyte-string-p is not an exception.  It contains the word string,
so it follows this convention.
