There's no tramp.info in emacs.git either.

The main issue is to make it so that building GNU ELPA packages can do
some extra preparation than just tarring it up (e.g. build a .info
file, build a dir file, ...).  Making this functionality available to
the :core packages shouldn't be too hard.
