Correct. When the patches are in Lisp, yes, to some extent.  In C, no, of 
course.

Correct. I sought to point out that, since old version prevent some authors 
from using emacsclient, emacsclient being fast does mitigate much of the costs 
of Emacs itself starting slowly.
