I agree with Miles. CVS' tag implementation encourages the use of as few
tags as possible. Subversion's implementation, however, allows you to
organize hierarchical layers of tags.

This is just one of many problems that would just go away if we switched
to Subversion. It would be a good time to switch after releasing 22 and
merging in the Unicode branch.
