Such a proposal was discussed more than a year ago:

If indicate-empty-lines was set to 'right, the empty line glyph would
be displayed in the right fringe.  IIRC, it was decided that it was an
unnecessary customization, but I don't recall who made that decision.

It would be trivial to add this, so what do others think about it?
