through indirection.  wikis point back to "official" as well as informal
documentation; if official maintainers do not sit on top of the tree, that's
ok, too.  to paraphrase godel on documentation: any collection that is
complete is not official and any official collection cannot be complete.

any policy (draconian or not) based on exclusion never leads to completeness.

you cannot exclude ignorance or other lackings, even if you tried.
