Details:

This patch improves URI handling in the FTP backend per Duplicity Bug
#21689.

The patch does two things:

  * Unquotes % escapes in the right places so that duplicity can handle an
absolute target on more FTP server implementations.

  * Avoids writing to the FTP server for read-only operations like "verify"
and "collection-status".

I tested this change against ProFTPD 1.3.1rc2 and Netkit 0.17 ftpd.
