Like a weak dependency, perhaps

    check?: all

Hmm, but it doesn't remove the long-established usefulness of running
through targets in argv[] order.  I'm not sure I'd like the non-parallel
`make install all check' do `all check install';  that would be even
more surprising than what brought us both here.  :-)
