Header file renames

I would like to rename the headers files in headers/arpa so that they 
don't conflict with system header file names.  I'm working on eliminating 
the symlink farm that gets created, and I'm inclined to always use our 
own headers files for the arpa/ definitions.  This will save some 
configure time issues and improve portability.

Objections?

No matter how big the bell, if you only tap it, it can give out only a
faint sound.  We must understand thoroughly that the weakness of the blow,
not a fault of the bell makes the sound poor.
