Yes, GNU inetutils ftp client is base on the BSD code and
pass(ive) is supported, I would recommand to get the source
from the CVS tree, where a lot of bug was fixe:

Snapshots are generally no longer provided, as the code is available through
anonymous CVS.  Set your CVSROOT string to:

:pserver:address@hidden:/gd/gnu/anoncvsroot

Hit enter when prompted for a password

cvs co inetutils.

But in order to build it you must have autoconf/automake etc ...
and run autogen.sh part of the repository.
We're(Jeff) currently working to issue regular snapshot of the tree.

I should also point out that you can get reliable src from
NetBSD, FreeBSD, OpenBSD, and netkit.
Another nice ftp client is ncftp, which provides lot of
nice feature like command completion, reget etc ...
