The main reason is that when you are merging lots of files (for example, when running FreeBSD's mergemaster), one can leave the middle and index finger of your left hand on the "1" and "2" keys, and have your right hand on Return/Enter, allowing for very rapid responses. You can't easily hit both "1" and "9" using a single hand.

A second reason is that when sdiff shows the two-column display, most people would count these columns as "1" and "2", not "1" and "9". [1]

[1]: While a few people might count them as "0" and "1", or perhaps even "1" and "10", they are better served by having user-selectable keys rather than hard-coding the keys being used....
