Yes. However, if any other package than GNU gettext installed
libintl.so, we'd get lots of new problems (rpl_malloc, package
dependencies. So please don't do this.

You are right. I will undocument the `use-libtool'. (Linking
non-installed programs would be the only remaining application of
'use-libtool', but it is quite rare to do so.)
