Just to clarify a bit, the change in Automake 1.7.2 is that
--without-included-gettext isn't passed to configure if you use
AM_GNU_GETTEXT([external]).  My understanding is that
AM_GNU_GETTEXT([use-libtool]) is used in this report, so I
wouldn't expect any change from 1.7.2.

In fact I tend to agree with Simon's initial comment:

  If the embeded intl/libintl.la is built as a shared library,
     some program is linked with this shared library,
     and this program is installed
  then 
     the library should be installed too.

If for some reason it doesn't sound sensible to install this
shared library, then it cannot be used by installable programs
and I can't see the purpose of `use-libtool' (linking
non-installed programs?).
