How about this -- we'll ask either savannah.gnu.org or
sourceforge.net to host not the GNE itself but only the programs
that make it run.  Sourceforge allows you your own CGI scripts;
I'm not sure about savannah.

We'll use this hosting only as a place for development and
testing of all the scripts, we won't store submissions here, so
they won't be any legal problems or objections from the host.

Then when we have something real up and running we can approach
somebody and ask for sponsorship.  Till then we can atleast
start building a good framework.
