Instead of making it a rule, let's make it a guideline: external
links are ok as ``see-also''s but the article must have it's own
relevant content.
This is advice to authors -- not a rule by which we reject or
accept articles. It's reasonable to assume that to most authors
it will make sense, so they'll follow it.
