You reject the article and notify the author, or
remove the links (could be abused by people removing
more than links, unless you made a perl script you
could run over an article that would remove anything
that is a web address) and put the site up. On the
submission form, you give no field for an external
link (only internal, giving a UID for the article).
You make our policy on external links explicit, so
they should rarely happen.
