Yes, Word can export in Ascii (though you do have to choose your line
terminations carefully :-)) but that's missing the point:

You lose the ability to embed pictures, add emphasis, define headings,
attach meta-data... Even of you're happint with the look of the
material after converting to Ascii, a longish article becomes a
nightmare to maintain (footnotes etc. fall apart) once you've lost the
formatting info. You're not much better off than if you submitted 
postscript...

Btw. Jimbo, I would consider all informative material to have the same
weight. No way would I give special privileges to certain individuals
because of some perceived social standing. It's the material what
counts, now who wrote it. I guess it's the difference beween an open
encyclopedia like GNE and a closed one like Nupedia.
