A constant can be seen as a kind of "definition". It would be nice to be
able to jump directly to see how and where it is defined. If you treat
it only as a symbol, the "definition" of it would drown in the output
from "global -s" if it is heavily used in the code.

(The same argument applies, I think, also for defines.....)

GTAGS includes definitions. GRTAGS includes the referenced points of
the tag which is defined in GTAGS.

Constants are not suitable for GTAGS because it is not referred. We had
better put them into GSYMS, I think.
External variables would be suitable for GTAGS and GRTAGS.
