It looks like a missing connection. Try to test the programmer: First
connect miso and mosi. Then connect the programmer to the PC and run avrdude
again then it should say 
[AC 53 00 00] [AC 53 00 00] 
Because you just loop back the data.

Try this and report back.

Are you sure that you didn't connect the programmer in a wrong way to the
mega32 board.
