Not only. In this case we may need to implement all the long option that
GNU install supports (--backup, --preserve-timestamps etc), which is quite
a lot work.
Besides, implementing --version will require making install-sh from
install-sh.sh, so we'll have to trick autoconf's configure not to check
for install-sh.
