Nope, it's not there for free.  There are some shell that

if false; then
  echo "False is dead broken"
fi
echo $?

=> 1

which is wrong.  That's why there is an else clause.  That's also why
you will never see a if/fi without else branch in a good Makefile
(like those of Automake).
