I do not have any `cl-lib` installed except for the built-in one.
The library is where you said it would be:

```
Library is file /usr/local/share/emacs/27.1/lisp/emacs-lisp/cl-lib.elc
```

I've noticed in the past that this is a problematic library.

Any further ideas?
