I assume that you have a running Savannah installation. Your file
pr_BR must be in the po directory of your Savannah copy.
Do
        make install -i
It should copy po files in the appropriate directory.
After, you can modify your /etc/savannah/savannah.conf.pl and add
        our $sys_default_locale="pt_BR";
and after run sv_update_conf, or directly type
        sv_update_conf --recreate 
that will ask you for the default locale.

(for all, you should have a recent copy of the CVS)
