Problem with RCS finding diff

I am having the following problem:

1. I check in a file initally using the 'ci' command.  Everything works
fine.
2. I make changes to the file.
3.  I go to 'ci' the file and get the following message:

/usr/local/bin/diff: not found
ci:RCS/hello.txt,v: diff failed
ci aborted

I realize the problem is ci cannot find diff.  On my system it is
installed in /usr/bin

My question is, can I point RCS to /usr/bin, say through my .cshrc or
some flag, rather than reinstalling RCS and hardwiring the link?

I searched hi and lo on the internet and one person made reference to
this exact problem and said they were able to point
RCS to the right location via the .cshrc file.  This would be great!
