[Help-gnu-radius] Proxying doesn't work after updating to 1.1.

Proxying doesn't work after updating from 0.96.4 to 1.1.
When I run old 0.96 radiusd with the same config, forwarding is working good.
But with 1.1 I didn't see forwarding request packets throu tcpdump.
May be some defaults was changed?
