[Help-gnu-radius] more debug fro postgres

Hello

May be it will be useful to add in postgres.c in function rad_postgres_query
something like this:

debug(1,("message: %s", PQresultErrorMessage(res)));

after we got FATAL_ERROR. Very useful when findind bugs in sql query code.
