Take a look at git head.  It should run 'scons check' as non-root now.

It also will not install zerk and ubxtool if pyserial is not found.

Plus a few other small fixes.

Hopefully Fred can figure out a way to let zerk and ubxtool (mostly) run
when pyserial is not installed.

"scons check_compile", broken a long time, is still broken.
