[DotGNU]Manifesto now in CVS (dgdp)

I have created a new module, `dgmanifesto', in the Savannah dgdp CVS
archive.  Unfortunately, anon CVS to the dgdp project is not available
at this time, in fact you can't even access the project page.  Gopal.V
has said he will complain to the Savannah hackers; in the meantime,
you can still access the module if you have CVS write to dgdp.
