No. Tags with pattern "Question xxx" are reserved for classification
system. They won't change.

In fact, I don't know. Initially, tags "Question xxx" where for the
classification system. But (i) I don't know if classification system is
going to use it and (ii) tagging another question with tag "Question
444" to express a link with question 444 had been used in the past.

So it might be possible.

When the tag is modified (i.e. its label).

Yes.

As a general rule, the timestamp is increased each time the
corresponding element (question, tag, etc.) has been modified. All
dependent elements (e.g. a question using that tag) should be updated
with the new element. Yes, I know this definition is rather vague. ;-)
