No.  We don't know what will most commonly be put in display margins,
but we do know that fringes' primary purpose is to display marks
indicating continuation and truncation of body text, not of marginal
text.  They have nothing to do with margin text.  How could it be more
natural to put them on the outside of the margins rather than at the
point of truncation?

Perhaps you can come up with a strange possible application of margins
for which the other order is preferable, and perhaps that is an
argument for making the order configurable, but don't you agree that
putting the fringe next to the body text is the more sensible default?
